Vacuum assist

I am considering a vacuum assist solvent recycler purchase. I have heard that the vacuum pump exhausts solvent vapors. How are these vapors prevented from entering the environment? I understand that filtering is expensive because the charcoal type filter must be replaced often. Is venting the vacuum exhaust to the outside enviromentally responsible? Is it legal? Venting would eliminate the machines portability.
