O.K. My starting point is do we need it? What's wrong with what we've got? If we need change who should decide what those changes are and to what? How representative are community groups?

The Community Council is elected and anyone can stand - it doesn't get much more representative than that, and if you aren't happy with the composition of it then you know who to blame. If you don't like what they are saying/doing on your behalf then contact them or go to the next meeting and voice your concerns.
