penalty points

In a recent edition of a local paper, a columnist noted that one of our MSP's had overstretched the limit on motoring penalty points, and dealt with this in a lighthearted manner.
The limit of the suspension from being behind the wheel on a public highway was given as 5 weeks - I find this a bit derisory and hardly worth the effort of keeping the points down to a reasonable tally.
Perhaps someone with more judicial knowledge than me, can explain if this is normal procedure.
