Sewage again - petition

I've just noticed in the Seileachan that there is apparently a petition opposing the new sewage proposals, with copies available for signing at the Hall, T&T, Balvicar Shop and the Heritage Centre in Ellenabeich. Apparently it has already gained over 200 signatures.
All well and good, but my previous experience with petitions make me wonder what this is going to achieve. If the existing system is not working, what are the alternatives? It seems to me that if Scottish Water have not managed to get it to work properly after all this time then they never will.
