Censorship and Advice

Recently I was sent a PM by our administrator and had to enquire 1) about what a PM was, and 2) how to access the same.
Now all you savvy posters on this forum may be familiar with all these extra fol-de-rols but to a tyro these things can prove daunting, and there is no help in the instructions/rules in how to go about accessing a PM - perhaps this could be added?
Also, it would help if the option of quoting on a previous post were provided with some instructions on how to go about it as this seems to be a widely used practice among the intelligensia.
Finally - I got a posting recently which included a note of a PM to myself, and after eventually finding a way to access it, found out that there was nothing there. As this PM suggested that it was highly controversial and might get the sender banned, I wonder if our administrator/moderator has access to these PMs and can eliminate them if they so desire.
Finally, should I ever have the desire to send a PM - how do I go about it?
I realise this is not earth shattering stuff but in the interests of encouraging use of the forum the information would be useful.

The PM facility is accessed by clicking the pm button at the bottom of a post or via the user control panel.

Clicking via the link at the bottom of a post will automatically reply to the author of the post and will quote their post.

To quote a post in open forum just click the quote button at the bottom rightof the post instead of using the reply button.

It isn't rocket science.
