I agree that population control is a necessity.
however, it must be carried out with great care. I saw a movie called "Idiocracy" a while back which deals with the dumbing down of the human race. It's a pretty silly film on the whole, but the first 5 mins was promising, puts forward an interesting point, and can be seen here:

Your theories neatly explains why there are so many more lower class people around nowadays, and much fewer Upper Class.
I wonder if Eric was intrduced to the formula by his Dr. and if he has any more useful formulae or skills? Phrenology could be one of them, perhaps.

Yes I'm skilled in phrenology - and have already spotted a rare specimen of Megacephalum longshankius on Seil. They're quite easy to identify really as they're the only ones that need a crowbar to get they're big heid out the door of the TnT!Phrenology could be one of them, perhaps.

However, they both pose some rather challenging ethical problems. Not to mention, where do you draw the line?

I think both these options were tried in many non-RC western nations in the early part of 20th C. and culminated in the Nazi's eugenics program - and we all know how that ended.

Education (or re-education) is rather tricky. How do you get people to listen that haven't paid attention in the past? A breeding license is an interesting idea, but how do you make people (without a license) adhere to it?
Maybe we need to reverse the current government policy of rewarding those with a lack of contraceptive care with flats and money.

Other countries that had notably active sterilization programs include Australia, Norway, Finland, Estonia, Switzerland, Iceland, and some countries in Latin America. In the UK, Winston Churchill introduced a bill that included forced sterilization. Writer G. K. Chesterton led a successful effort to defeat that clause of the 1913 Mental Deficiency Act. The Roman Catholic Church has been a notable opponent of eugenics and sterilization programs.

I think Eric's point was that RC countries have a different attitude towards any technology that in any way usurps what they see as God's power to create, modify or destroy life. This includes eugenics as well as the more familiar birth control and abortion issues.

Lets not get into that one with any small rural community
